Select the Type Tool. Create white text.

Filter>Blur>Gaussian Blur. When prompted for rasterize, click OK. The radius setting should be somewhere between 2.0 and 4.0. Too much makes the text unreadable. I chose a setting of 3.2 for my Font Times.

Now we will create the flames. Select the Smudge Tool. Choose around a 17 pixel soft brush (you may need a larger or smaller brush depending on the text size). For pressure select 90%. Make sure Use all Layers is checked. Click on the Brush Dynamics menu found on the bar above, and choose Fade from the Pressure popup menu. Enter 90 Steps (or experiment with values). Size gives a different effect, so you'll need to experiment between Size and Pressure.

Csinálj új layert.A betûkön használd a Smudge toolt.

Make a new Layer. Now smudge the letters, the tops of them and other areas creating interesting flames.
